Emin Amrullayev Eldar was born on December 30, 1982.

He studied at the Academy of Public Administration under the President of the Republic of Azerbaijan, graduated from the faculty of Public Administration and obtained Bachelor's degree with honors in 1999-2003. He studied at the Central European University, graduated from the faculty of Political Sciences and obtained Master's degree in 2003-2004. Within the "State Program for the Education of Azerbaijani Youth Abroad in 2007-2015" and the "Fulbright" programs he obtained Master's degree in Public (Administrative) Management at Columbia University in 2010-2012.

He served as lecturer at the International Relations Department of Qafqaz University in 2005-2009. He became head of International Relations Department, Kaspi Education Center in 2009-2010. He had internship at UN Economic Commission for Europe (UNECE) in Geneva in 2011. He served as executive Director of the Center for Energy and Environment at the Azerbaijan Diplomatic Academy (now ADA University) in 2012. He became Deputy Director for Quality Assurance in Education at "Kaspi Education" LLC in 2013. He started as senior advisor at the Ministry of Education of the Republic of Azerbaijan in June 2013, then served as head of division in 2013-2014, became Deputy Head of department in 2014-2015, and served as Head of department in 2015-2020. He worked as Director of the Institute of Education of the Republic of Azerbaijan from 2020 January to July.

He appointed as Minister of Education of the Republic of Azerbaijan by the order of the President of Azerbaijan Ilham Aliyev in July 27, 2020. According to the Decree of the President of the Republic of Azerbaijan, Ilham Aliyev "On some measures to improve the management in the field of science and education in the Republic of Azerbaijan" dated July 28, 2022 the Ministry of Education of the Republic of Azerbaijan was renamed to Ministry of Science and Education of the Republic of Azerbaijan in order to strengthen the science and education interaction and to improve management in these fields.

Emin Amrullayev is currently serving as the Minister of Science and Education.

He has been a member of the Supervisory Board of "Neftçi" Professional Football Club since November 30, 2022.
